Proposed Sanctions

Impose freezing orders on any property[1] within New Zealand’s jurisdiction owned by:

  • In the case of individuals, any Russian citizens who are not residing in, or are permanent residents or citizens of, New Zealand; and
  • In the case of corporates, are domiciled, incorporated or constituted under the laws of Russia.

Impose property freezing orders and travel bans on any person(s) linked to President Putin’s regime, enabling or encouraging Russian disinformation, or enabling Russia to wage war and/or commit war crimes in Ukraine.

Prohibit any transaction in New Zealand or by a New Zealand person[2] (defined below) involving the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, or the Ministry of Finance of the Russian Federation, including any transfer of assets to such entities.

Prohibit transactions in New Zealand or by a New Zealand person involving dealings in new debt or new equity of Russian state-owned enterprises or entities that operate in the financial services sector of the Russian Federation economy.

Prohibit transactions in New Zealand or by a New Zealand person involving any of the Russian banks.

Impose freezing orders on any Russian vessels or aircraft already in New Zealand (being those using the Russian flag, registered in Russia, or owned, controlled, chartered or operated by Russian citizens or anyone connected to the Russian regime).

Ban broadcasting by Russian state media on the territory of New Zealand (such as RT (formerly, Russia Today), Sputnik, Zvezda and Tsargrad).

Restrict the provision or supply of goods and services to the Russian economy.

Prohibit the import of goods and services from Russia or of Russian origin, including oil, refined petroleum products, natural gas, coal, other energy products and metals, including steel, aluminium, titanium and precious metals, alcoholic beverages, fish, seafood and goods using or displaying brands promoting Russia.

Prohibit trade or economic relations with any Russian state-owned entities and other entities connected to the Russian regime, including those sanctioned by Australia, US, the UK, Canada and EU.

Prohibit any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the NZ or international prohibitions; and any conspiracy formed to violate any of the prohibitions of the sanctions.

Introduce necessary measures to ensure effective enforcement and policing of sanctions imposed.

Follow Australia’s footsteps by extending sanctions already announced against Russia to apply to Belarus and relevant Belarusian individuals.

[1] Property should include any de-centralised assets, such as cryptocurrency and Non-Fungible Tokens (NFTs).
